Kay served as Vice Chair of the European Parliament’s influential Economics and Monetary Affairs Committee, playing a pivotal role in shaping EU and global financial services legislation, including setting up the EU supervisory bodies (ESAs, SSM, SRM), capital markets union (EMIR, MiFID II, Prospectus, CCP Recovery & Resolution), and the broader banking union files.
Prior to Kay’s career as an MEP, Kay worked in investment banking. Kay brings a unique insight to policy 'behind the scenes' and the reality of Brexit in the lead up to 31st October 2019.
Extensive legislative experience across all Financial Services, including Banking, Markets & Market Infrastructure, Asset Management covering all post-crisis EU legislation (>100 files).
Member of the negotiating team which established the European Supervisory Authorities (EBA, ESMA, EIOPA, ESRB) and the formation of the Eurozone Single Supervisory Mechanism and Single Resolution Board.
Vice Chair and Bureau Member of the Economic & Monetary Affairs Committee of the European Parliament overseeing EuroGroup, ECB, and monitoring Tax and Competition issues across the Union.
Technical expert on market structure and risk establishing the EP/EU position with respect to CCP recovery and resolution, settlement and T2S. Advised successive FST and Chancellor on UK FS Strategy in relation to EU and global competitiveness.
